Los abundantes recursos naturales de los Apalaches, incluyendo la madera y el carbón, tuvieron una gran demanda durante la expansión industrial del país posterior a la Guerra Civil, pero la industria de los Apalaches simplemente extrajo estos recursos para obtener ganancias en industrias lejanas, deprimiendo las áreas productoras de carbón incluso antes que el resto de la país. A mediados de la década de 1930, con la depresión suprimiendo la demanda, muchos residentes quedaron varados en pequeñas comunidades aisladas cuyos pocos empleadores estaban al borde del colapso. Los trabajadores de socorro de la FERA reportaron una grave escasez de atención médica, refugio adecuado, ropa y alimentos. Las enfermedades rampantes, como el tifus, la tuberculosis, la neumonía y las enfermedades venéreas, así como la desnutrición infantil, paralizaron aún más a los Apalaches.
Varios programas de New Deal se dirigieron a la región. Bajo los auspicios de la NIRA, Roosevelt estableció la División de Casas de Subsistencia (DSH) dentro del Departamento de Gobernación para dar a las familias empobrecidas la oportunidad de reubicarse “de regreso a la tierra”; la DSH estableció treinta y cuatro comunidades homestead a nivel nacional, incluidas las regiones de los Apalaches de Alabama, Pensilvania, Tennessee y Virginia Occidental. El CCC contribuyó a proyectos en todo Appalachia, incluyendo la Blue Ridge Parkway en Carolina del Norte y Virginia, la reforestación del Bosque Nacional Chattahoochee en Georgia y parques estatales como Pine Mountain Resort State Park en Kentucky. Los esfuerzos del TVA ayudaron a comunidades en Tennessee y Carolina del Norte, y la Administración Eléctrica Rural (REA) llevó la electricidad a 288,000 hogares rurales.
