El gubernáculo se desarrolla durante el desarrollo testicular como una columna de tejido conectivo fibroso entre las regiones inguinales hasta el polo caudal del testículo. El componente abdominal del gubernáculo está cubierto por mesenterio. El componente extra-abdominal se une inicialmente a la pared abdominal, pero se mueve caudalmente a medida que se desarrollan los anillos inguinales y el saco escrotal. Durante la gestación tardía o el postnatal temprano (dependiendo de la especie), los testículos intraabdominales en desarrollo descienden a través de los anillos inguinales hasta el escroto mientras que una porción del gubernáculo se acorta y eventualmente se convierte en el ligamento escrotal. El mecanismo en el que el gubernáculo se condensa y acorta no se entiende completamente.
