- A quien pueda interesar: Cualquier proposición que abarque el restablecimiento de la paz, la integridad de toda la Unión y el abandono de la esclavitud, y que venga por y con una autoridad que pueda controlar a los ejércitos ahora en guerra contra Estados Unidos, será recibida y considerada por el gobierno Ejecutivo de Estados Unidos, y se cumplirá con términos liberales en otros puntos sustanciales y colaterales.
