Después del choque de la Primera Guerra Mundial, el aislacionismo en Estados Unidos condujo a intentos de reducir la amenaza de guerra con los Tratados de Desarme Naval en 1921 y 1930, el apoyo al Pacto Kellogg-Briand de 1928 contra la guerra y las leyes neutralistas en la década de 1930.
Sin embargo, la Gran Depresión y la reacción de la dura paz impuesta a Alemania llevaron al poder un agresivo gobierno nacionalista liderado por Hitler en 1933. Bajo Hitler, Alemania rearmó ilegalmente y se hizo cargo de sus vecinos.
