Los rápidos cambios en todos los componentes de los sistemas de información en las últimas décadas han traído una amplia gama de nuevas capacidades y poderes a gobiernos, organizaciones e individuos por igual. En este capítulo se discutirán los efectos que han tenido estas nuevas capacidades y los cambios legales y regulatorios que se han implementado en respuesta, y qué problemas éticos deben considerar las organizaciones y las comunidades de TI al usar o desarrollar soluciones y servicios emergentes que las regulaciones no son completamente desarrollado.
